POSITION:
Reporting to the Senior Manager, Facilities Management, the incumbent plays a key strategic and operational role in supporting senior leadership on the planning, governance, and execution of major Fixed Asset Management initiatives. Guided by corporate strategy and planning directives, the role contributes to budget preparation, financial analysis, and the identification of savings opportunities, while ensuring resources are aligned to achieve organizational objectives. The incumbent also drives cross‑functional and internal governance forums to monitor progress, maintain alignment, and ensure timely execution of priority actions.
This position is central to the optimization and performance of the Fixed Asset Management portfolio. The incumbent oversees the implementation of new initiatives, including procurement strategies, RFP processes, and contract performance management, while acting as a change leader to improve agility, efficiency, and risk management across the group. By analyzing and redesigning processes, developing training, and monitoring compliance, the role ensures consistent application of best practices nationwide. In parallel, the incumbent provides leadership over national initiatives and resource management through the establishment of a Fixed Asset Management Expertise Center, fostering team capability, engagement, and performance, while strengthening supplier and contractor relationships through structured governance, performance metrics, and risk mitigation strategies.
RESPONSIBILITIES:
Strategic Planning
- Support the Director and other Senior leaders on key strategic initiatives;
- Play a key role in budget preparation, analysis and identification of savings opportunities;
- Align resources in order to achieve strategic objectives set up by Director and other Senior leaders;
- Drive regular internal and cross-functional meetings to ensure key actions are on track;
Initiative implementation management
- Responsible for overseeing and managing the Fixed Asset Management procurement plan and RFP process;
- Participate in monthly procurement meetings;
- Collaborate and support with inter-departmental initiatives;
- Analyze new initiatives opportunities and recommend structure and action plans to Director and other Senior leaders;
- Act as change manager in order to optimize our ways of doing things and develop the agility of the Fixed Asset Management group as a whole;
- Identify and mitigate risks associated to change;
Business optimization
- Analyze and propose adjustments to existing processes and work methods in order to optimize them and ensure integrated application across the Fixed Asset Management group;
- Propose, develop and implement new processes to optimize workflows and increase group productivity;
- Develop and provide training on processes implemented;
- Monitor the Group's compliance with, and ongoing commitment to, the processes implemented, and the various improvement projects proposed;
Resource management
- Oversee the Fixed Assets Management Expertise Center and be accountable for the group’s efficiency and results;
- Support the national initiatives team;
- Train new employees on key administrative tools and processes;
- Provide mentorship and guidance to team members;
- Participate in department meetings to ensure engagement, positive work environment and result improvement;

Contract management
- Manage the Facility Management Services contract performance;
- In collaboration with Procurement, negotiate contract terms to ensure clarity and mutual benefit;
- Identify potential contract risks and propose strategies to mitigate them;
- Establish metrics to monitor and audit contractor’s performance;
- Serve as primary point of contact for contract-related inquiries and issues;
- Develop and maintain strong relationships with suppliers to ensure quality and timely delivery of goods and services;
WHAT WE ARE LOKING FOR:
- University degree (B.A. or B. Com. Preferred);
- PMP certified (an asset);
- Superior computer skills, MS Office, proficient in Excel, PowerBI, SharePoint and Oracle E-Business Suite;
- Minimum 7 years of experience in building operations, contract administration or project management;
- Effective interpersonal, negotiation, facilitation skills;
- Strong communication skills, both oral and written;
- Highly organized with ability to adapt to competing priorities and manage time appropriately;
- Work collaboratively with members of various teams and able to consider operational perspective;
- Must be accountable, results-oriented and flexible, able to work in a complex, changing environment with multiple tasks;
- Experience implementing strategic initiatives;
- Being able to influence and rally teams against common goals;
- Must have a valid driver's license and a vehicle for occasional business use;
- Generally, the work schedule is from Monday to Friday, as follows;
- 3-4 days / week at the office or various sites within the VIA network ;
- 1-2 day / week at home (with authorization);
- 40 hours per week with occasional evening, night and weekend hours;
- May be required to work outdoors in various weather conditions;
- Flexibility in work schedules to meet work deadline requirements;
