Reporting to the Senior Manager, Human Resources Technologies, The incumbent must have great desire to want to work in HR information systems, proposing technical solutions related to HRIS and recommending innovative practices to the business; producing detailed functional and technical specifications, HR analytics and reporting, HR business processes, data governance as well as HRIS access administration. Must have a good understanding of operations and work closely with business units.
Responsabilities:
HRIS projects and related technologies
- Develop functional and technical specifications for HR systems projects and deliver innovative solutions;
- Develop and execute test plans and scenarios to ensure bug-free solutions and support HRIS upgrades and enhancements;
- Collaborate with the IT team when implementing new systems involving testing of HR modules (i.e. IAM);
- Support managers during new initiatives, regarding HR data or existing procedures and processes, to identify potential issues and propose solutions or make recommendations;
- Collaborate on change management plans with task aids and training for stakeholders;
- Collaborate with external firms in analyzing the existing situation and targets, and in identifying gaps and solutions to be implemented;
- Ensure constant communication with all stakeholders;
- Maintain the system in line with new collective agreements and legislative changes ;
- Provide technical and functional support to end-users to help them use the HRIS effectively;
- Train and coach new resources.
DATA GOVERNANCE
Quantitative and qualitative quality
- Ensure continuous improvement of HR data governance and processes to enable the HR function to optimize its services;
- Preserve data integrity and confidentiality by ensuring compliance with applicable guidelines;
- Develop and automate regular reports to validate data accuracy and implement appropriate corrective measures;
- Collaborate with the internal HR team and various stakeholders for effective data sharing and make recommendations to improve existing processes;
- Provide assistance to internal and external auditors with regard to HR flows and data;
- Work with the HR projects and efficiency team to optimize existing processes in line with existing business rules;
- Support shared services and the finance department in resolving problems linked to the various events covering the employee life cycle;
- Ensure proper management control of job structures and positions;
- Carry out periodic data updates via mass imports;
- Carry out required annual updates of various data tables (new negotiated wage rates, salary increases, vacation banks, public holidays, etc.).
Security and access profile
- Ensure data security in the system;
- Grant access privileges to HRIS users according to their profile and status, and update security profiles as needed;
- Coordinate with IT to set up service groups and accounts to access HR reports in Power BI according to defined roles;
- Assist IT in security-related projects involving HRIS (i.e. SailPoint and IAM).
HR Reporting and Business Intelligence
- Support the production of the quarterly HR dashboard for the VIA Rail Canada Management Committee and Board of Directors;
- Support various internal and third-party stakeholders with various HR data (i.e. Health & Safety).
- Collaborate with end-users to define their HR reporting needs, covering:
- Presentation (access, usability and operationalization);
- Analysis of business requirements for reports;
- Coaching and training on the self-service use of the various reporting tools;
- Support and maintenance of applications and reports according to changing needs and trends in business analytics.
Requirements:
- Bachelor's degree in industrial relations, human resources, business administration, information technology, or other relevant field;
- Six (6) to eight (8) years' experience in a similar role;
- Must have implemented an HRIS in a complex, unionized environment;
- Must have carried out or participated in a reflection exercise on work processes and methods with a view to automation, simplification and optimization;
- Project management methods an asset (i.e. Agile, DevOps);
- In-depth knowledge of one or more HR information systems an asset. Ex: VIP(DLGL), Workday, Ultipro, SAP, Cornerstone, etc;
- Strong command of Microsoft Office, especially advanced Excel (VLookup, Pivot Tables, Macros);
- Mastery of PL/SQL, relational databases, Oracle;
- Knowledge of reporting tools such as Business Object, Power BI, Tableau, etc.;
- Bilingualism, French and English, both spoken and written.
