The Advisor, Learning & Development, is responsible for supporting the development of learning solutions as well as the execution and coordination of training activities for VIA Rail’s Transportation Training department. Reporting to the Specialist Director, Operating Practices & Transportation Training (OPTT), working closely with the Advisor, L&D, the incumbent is expected to lead deployment logistics and planning of training programs and courses. The incumbent is also expected to support the design, development, and evaluation of these programs and courses.
He/She will work with the Specialist Director and fellow Learning Advisors to partner with internal stakeholders and external resources to ensure that the learning solutions support business continuity, regulatory compliance, and continuous employee development strategies.
Responsabilities:
Compliance Monitoring, Reporting, Coordination and Logistics
- Coordinates all training related activities for Transportation such as:
- Plan, schedule and follow up with participants during the training registration process.
- Ensure employee training records are kept up-to-date in our Learning Management System (LMS): create a scheduled session, register into a session, and capture the participants who attended the training session.
- Track and report on training outcomes.
- Run mandatory training gap analysis reports and other training needs.
- Manage logistics for training activities including venues and equipment.
- Coordinate off-site training activities with external providers
- Ensure proper processing and tracking of vendor contracts, requisitions, purchase orders and invoices.
- Develops and maintains positive key relationships and partnerships with stakeholders.
- Manages, supports, and coordinates instructors, external vendors and contracts for learning & development services.
- Conducts training delivery analysis, identifying opportunities for increased efficiency in delivering regulatory training courses and examinations.
- Determines and maintains annual training calendar and ensures resource availability.
- Maintains up to date training records, including filing of regulatory qualification certificates.
- Prepares and submits monthly and quarterly reports for senior management.
In collaboration with the Specialist Director and Learning Advisors, ensure efforts are focused on the activities that positively impact business results
- Applies L&D best practices by maintaining, and enhancing, the current curricula, training processes and tools.
- Collaborates with other departments and senior management (e.g. HR, Operations, etc.) to implement various training programs, including those prompted by regulatory changes.
- Provides tools and supports for managers, employees and instructors to enhance learning experiences.
- Participates in the evaluation of the effectiveness of learning solutions and channels, and supports internal SMEs in identifying, analyzing and developing or modifying training programs as required in collaboration with the Specialist Director and Learning Advisors.
- Ensures continuous improvements to training programs and processes.
- Supports the Specialist Director and Learning Advisors in the procurement of external learning providers and consultants.
- Applies knowledge and experience in learning and development to improve training logistics, coordination and implementation of various initiatives.
- Assists with the delivery of professional development skills training for the Transportation Training team.
Requirements:
- Post-secondary degree in Human Resource Management, Adult Education, or in a related field or any combination of training and equivalent experience.
- Minimum of 3 years of relevant experience in a Learning & Development or corporate training role.
- Excellent communication skills in English, both spoken and written. French is considered a strong asset.
- Proficient in information technology (i.e. be able to quickly learn computerized systems), including but not limited to, Microsoft Office Suite (Excel, Power Point, Word, Outlook), Teams and SharePoint.
- Experience working with Learning Management Systems, including record inputting and reporting functionalities.
- Good knowledge of VIA Rail’s Transportation function is considered an asset.
- Familiarity and experience in instructional design, including knowledge of authoring tools (e.g. Captivate, Articulate Storyline) are considered strong assets.
