To carry out its projects, VIA Rail is looking for a Project Control Officer (PCO) within the Program Management Office (PMO) responsible for supporting project planning, scheduling, cost control, reporting, and change management processes for a large-scale construction program. with a specific focus supporting project performance during early co-development activities, construction execution, and payment structure administration.

The successful candidate will support governance processes and reporting requirements while ensuring transparent performance tracking and proactive issue management within a complex, multi-stakeholder environment.

Responsibilities:

  • Support project team by monitoring and controlling project finances (cost breakdown structure, accruals, forecasts, budgets, invoicing);
  • Ensure that the monthly financial project management cycle’s timelines are respected (accruals and forecasts delivery);
  • Work closely with Procurement and Accounts Payable on change requests and invoicing;
  • Follow project delivery, monitoring and control: overseeing progress reports and updating project logs (approvals, contingencies use, change requests, open points, risks, issues, resources, etc.);
  • Participate in drafting business plans, financial justifications, project plans, timelines and budgets;
  • Analyze and assess project progress and support project and portfolio managers in implementing mitigation measures, as well as assisting them with reporting;
  • Advise project managers and program team members on the use of management standards and methods as well as templates and other tools;
  • Contribute to project completion activities: addressing outstanding issues, managing lessons learned and closing out the project administratively;
  • In collaboration with the project team, organize cost breakdown structure and manage payment according to contracts.  (ex. progress draws, milestone payments, eligible costs structure etc.);
  • Reconcile contractor invoices against approved progress and contract terms;
  • Prepare cost performance reports and variance analysis for governance reviews.

 

Requirements:

  • Bachelor’s degree in engineering, administration or related field, with from three (5) to five (7) years’ relevant experience as a project controller;
  • PMI certification (CAPM or PMP), an asset;
  • Experience in both design and construction execution phases is essential;
  • Proven experience supporting design and construction phases (under different delivery models) in infrastructure or real estate project.

 

Competencies:

 

  • Proficiency in accounting and finance, with skills in budgeting, financial analysis, and cost management;
  • Strong understanding of infrastructure design and construction project (phases, payment structures, milestone-based, progress draws, and holdback payment.
  • Proficiency in Primavera P6, MS Project, Excel, and reporting tools (Power BI an asset);
  • Advanced knowledge of project control methodologies including EVM and budget tracking;
  • Ability to manage priorities in a fast-paced, multi-stakeholder environment;
  • Strong communication and coordination skills with both technical and financial stakeholders;
  • Knowledge of document management best practices and the SharePoint tool;
  • Knowledge of PMBOK and other project management methodologies, an asset;
  • Familiarity with Oracle’s project costing modules, an asset;
  • Strong communication skills;
  • Problem solving skills;
  • Bilingualism (English and French).
