Reporting to the Sr. Engineering Manager, the Project Engineer leads the development of the scope of work, the detailed engineering specifications, and the engineering plans in order to meet the all project deliverables of VIA Rail internal or external projects. This person is accountable for establishing design review schedules, ensuring specification requirements are met, and for assessing the impact of changes and actions required. They will also act as a liaison between the engineering team and the project management team and will be the main point of contact with suppliers or sub-contractors.
Responsibilities:
Planning:
- Leads the development of the scope of work in conjunction with the Senior Manager, Rolling Stock Configuration and Mechanical Engineering and user groups for multiple projects;
- Leads the development of the engineering plans and schedules;
- Performs the technical tender compliance and qualifications assessment using the engineering resources as required and makes technical award recommendations;
- Write technical specifications.
Monitoring:
- Monitors engineering schedules and progress of both internal resources and contractors’ engineering to ensure compliance with the project schedules;
- Determine technical priorities within the project to ensure objectives are achieved.
Technical:
- As required, organizes, and participates in design reviews with contractors, consultants and with VIA’s technical specialists to ensure customer requirements and met, and to ensure compliance with specifications, regulations and quality standards. Assesses technical and schedule impact of changes or problems and informs the Project Manager;
- Monitors and challenges the contractors’ and consultants’ engineering approach, progress, and budgets and proposes corrective measures to the Senior Manager, Rolling Stock Configuration and Mechanical Engineering.
Final scope:
- Reviews and coordinates the contractor’s and VIA’s testing and commissioning plans and advises the Project Manager on final specification compliance before delivery acceptance.
Requirements:
- Bachelor’s degree in Engineering (Certified Engineer, member of OIQ);
- Minimum of 5 years of relevant experience;
- On site experience with manufacturing suppliers or contractors;
- Railway or heavy transportation equipment experience, an asset.
Competencies:
- Fluently bilingual (French/English);
- Fully competent using Microsoft Office and MS Project software;
- Ease and ability in communicating with colleagues/specialists in electrical, mechanical and industrial design areas;
- Knowledge of Autocad and Solid Works, an asset;
- Ability to work independently and to projects to achieve departmental goals and meet the needs of internal partners;
- Ability to analyze complex situations, manage conflicting requests, and negotiate with suppliers to find the best solution;
- Using a variety of relevant tools/ techniques, keeps people well-informed of key project issues and needs;
- Values and motivates team members and celebrates the achievement of team goals.
