POSITION
As the senior property manager, the incumbent will oversee strategic and operational management of VIA Rail’s real estate activities in the Montreal Maintenance Center (MMC). Key responsibilities for this position include overseeing the development and operational execution of strategic plans and initiatives for this portfolio of properties aligned with VIA Rail’s asset management policies & programs, regulatory requirements as well as stakeholder, corporate and departmental vision / mandate in delivering safe, efficient and sustainable facilities for its users.
RESPONSIBILITIES
- Oversee the creation and prioritization of capital and operational initiatives in MMC to ensure an ongoing improvement of asset protection and customer service delivery. Responsible to coordinate their engineering/architectural aspects and liaise with internal and external stakeholders to ensure that any initiative does not disrupt either the operations or the train operation service delivery;
- Manages the operating program for the Montreal Maintenance Center (MMC) including directing the activities of a team of 3 Management employees in Facility Management, each responsible for a group of 5-12 Unionized employees;
- Manages the maintenance, repairs and protection of all real estate assets and facility equipment (production toolings) at the Montreal Maintenance Centre (MMC);
- Develops the operating and capital budget requirements (budget of over 9M$). Manages the financial performance of the real estate assets and facility related equipment at the MMC. The objective is to reduce costs through improved efficiency, manpower planning, effective repairs, energy conservation and environmental protection;
- Manages real estate property in relation with federal, provincial and municipal authorities and in dealing with applicable regulatory and external agencies (e.g. Environment Canada, Labour Canada, fire marshals, municipal agencies and ISO Standards).
WHAT WE ARE LOOKING FOR
- Civil Engineering degree or equivalent with minimum 10 years experience in building maintenance and property management;
- Experience in Supervision, preferably in a unionized environment. Demonstrated strong budget management capacity and solid skills in project management;
- A Certification in Project Management would be a definite asset;
- Solid organizational and planning abilities;
- Solid project management skills;
- Excellent leadership, managerial and strategic planning skills;
- Must be rigorous, results oriented and flexible – able to work in a complex, changing environment with multiple tasks;
- Excellent analytical and problem-solving skills;
- Self-motivated with the ability to work under pressure with tight deadlines;
- Strong oral & written communication skills in both English (mandatory) and in French (preferred) and effective business acumen;
- Professionalism, flexibility and ability to work both in a team-oriented environment and independently;
- Ability to interpret site and building drawings, with full understanding of real estate terminology;
- Technical knowledge and skills (SharePoint databases, Excel, Word, PowerPoint);
