Reporting to the Manager of Rolling Stock Acceptance Operations, you will be responsible for organizing, implementing, and monitoring the application of the Quality system and Quality control for the Fleet Renewal Project. You will coordinate activities related to Quality and Supplier Configuration. You will also work closely with the Project Manager and technical teams.
Responsibilities:
Quality Assurance
- Updating and implementing the quality assurance plan for VIA Rail;
- Ensuring the verification and approval of supplier plans related to Quality (Configuration Management and Control Plan, Quality Management Plan, Non-Conformity Management, Inspection Plan, First Article Inspection Plan (FAI), Train Inspection Procedure, etc.);
- Ensuring that the contractor organizes internal audits according to the Quality Audit Plan and regularly following up on issues or improvements raised;
- Developing a system of indicators to measure the performance of the manufacturer;
- Providing support to Engineering and local teams representing VIA in Sacramento for important FAIs, engineering requests or questions, and the quality of the manufacturer’s deliverables (including documentation);
- Ensuring the planning and preparation of key project milestones (Gate Reviews, Tests, Audits, etc.);
- Managing the closure of FAIs for systems and vehicles.
Configuration Management
- Ensuring the implementation and monitoring of the applicable and applied configuration for the project;
- Organizing “Modifications” (CCB) meetings with the supplier and various stakeholders at VIA Rail;
- Validating FMIs (File Modification Instructions) and challenging Siemens on their application;
- Monitoring and approving FMIs on the trains in Montreal.
Quality Control
- Identifying hold points with all quality systems (VIA Rail project execution plan, quality project plan, and the manufacturer’s acceptance plans);
- In collaboration with the local team in Sacramento, ensuring follow-up on deviation requests and non-conformities issued by the manufacturer;
- In collaboration with the local team in Sacramento, ensuring the establishment of the Manufacturer’s delivery file, ensuring its progressive and timely preparation, verifying the content’s compliance for each car, and ensuring the issuance of a certificate of conformity;
- In collaboration with the supplier and the local team in Montreal, organizing inspections and acceptance tests upon the trains’ arrival in Montreal;
- In collaboration with the supplier and the local team in Montreal, organizing the final acceptance of the trains;
- Applying and following anomaly management processes (8D, etc.) and corrective actions;
- Sharing lessons learned during key project phases.
Coordination
- Assessing the workload and determining resource needs to align with the Project’s plans and priorities;
- Coordinating and facilitating quality improvement initiatives by organizing workshops and following up on actions.
Requirements:
- Bachelor’s degree in Industrial Engineering - Quality Assurance or a similar discipline;
- Minimum of 7 years of experience in a similar role;
- Experience in manufacturing, quality assurance, and welding engineering;
- Experience with heavy equipment in quality assurance, quality control inspection, process improvement, quality system verification, and analysis;
- Proficient in quality assurance tools and concepts;
- Strong computer skills, particularly in Microsoft Excel;
- Bilingual English and French (both spoken and written);
- Available for travel;
