Reporting to the Senior Manager, Rolling Stock, the Site Manager will be located at the external contractor’s facility far from the Greater Montreal Area to represent VIA Rail’s interest. The incumbent is responsible for ensuring that the contracted work is carried out in accordance with project documents, deliverables and standards, and within the time frames established in the contract.

 

 

RESPONSIBILITIES

  • Interface with the contractor’s production supervisors to ensure progress, quality of work and adherence to schedule requirements.
  • Ensure that the activities carried out on the units comply with project requirements.
  • Recommend changes to work practices in cases of non-compliance.
  • Validate change orders when required.
  • Ensure that all the contractor’s procedures are validated and accepted by VIA Engineering and/or any other related department.
  • Monitor the production schedule status and the contractor’s progress and implementation to ensure that all deliverables are completed.
  • Manage and monitor the terms and conditions of the contract (free issue material, salvaged material, work practices and technical support) and report any discrepancy to the Project Manager.
  • Oversee activities taking place during every shift, which include ensuring quality control, identifying problems and resolving day-to-day issues.
  • Perform formal inspections of the completed work.
  • Work with the VIA Q.A. representative for warranty work & records and follow up on defects.
  • Monitor the implementation of Q.A. processes by identifying any irregularity after completing the inspection of VIA equipment at the Contractor’s facility.
  • Review NCRs and report any discrepancy.
  • Oversee all inspections performed by the contractor or external suppliers.
  • Perform joint incoming Equipment inspection at the contractor’s facility. Review and comment on the incoming report.
  • Ensure that environmental and safety guidelines are respected by the contractor.
  • Ensure that the project conforms to standards and regulations.
  • Identify initiatives to reduce VIA’s ecological footprint and ensure that the contractor follows environmental rules and regulations for the treatment of toxic waste.
  • Define a safety briefing document for visitors at the contractor’s facility. 
  • Attend numerous review meetings with the VIA team to identify issues and actions to be taken.
  • Provide status reports to the VIA team.

 

 

WHAT WE ARE LOOKING FOR: 

  • Technical College Diploma and 8 years of relevant experience in a similar position.
  • Experience in equipment rebuild, maintenance, servicing, and repair of rolling stock.
  • Any combination of relevant education and experience will be considered.
  • Strong communication and interpersonal skills.
  • Team spirit and ability to collaborate with others. 
  • Results-driven mindset and high-quality standards.
  • Strong organization and problem-solving skills.
  • Excellent administrative skills and good knowledge of the Microsoft Office Suite.
  • Good knowledge of French and English, written and spoken.
  • Good knowledge of ISO quality management system and safety rules.
  • Good knowledge of transportation safety rules, railway freight and Passenger Train Brake Rules.
  • Good knowledge of Transport Canada’s Railway passenger Car Inspection & Safety Rules.
  • The incumbent will be required to work most of the time at the contractor's facility, far from the Greater Montreal Area.
  • The incumbent will be based at the Montreal Maintenance Centre. As such, travel expenses incurred for required travel between Montreal and the contractor’s facility will be reimbursed in accordance with applicable policies. Specific arrangements remain subject to clarification.
