Reporting to the Senior Specialist, Quality Assurance, the incumbent is involved in Quality Assurance Surveillance of refurbished equipment at Contractor location. The resident inspector is responsible for the Quality Assurance oversight of Contractors manufacturing product, processes and facilities working with the Site Manager as well as the Project Manager.

 

Responsibilities:

 

Quality Assurance

• Implement a Quality Plan for the contract for the refurbishing of rail locomotives/cars;

• Ensure contractor conducts internal audits and does follow up on issues raised;

• Follow up on contractor quality performance indicators on areas of concern with contractor;

• Conduct audits of contractor work methods;

• Provide support to Engineering for FAI, validation of modification and Engineering queries / questions;

• Review of ITPs (inspection and test plan) from contractor and critical suppliers;

• Submit weekly quality status report;

• Conduct Product Qualification Process for product on supplier site.

 

Contractor Quality / Assurance / Control

• Perform equipment inspection at the contractor's facility jointly with the contractor;

• Inspect hold points to ensure compliance with all quality systems (VIA Rail Project Execution Plan, Project Quality Plan and contractor Inspection and Test Plan);

• Participate in the update and optimization of ITPs and ensure they are properly completed by employees. Notify the Site Manager in the event of a deviation from the Quality Plan;

• Identify any irregularity after completing an inspection of VIA equipment at the contractor's facility, and review NCR and report any discrepancy to the Site Manager;

• Maintain log of daily inspections conducted;

• Perform random inspections as required;

• Perform source release of critical components as required;

• Verification of test equipment calibration as well as any special processes;

• Ensure follow up and closure of non-conformances issued by the contractor;

• Make sure history books are prepared progressively / timely and validate contents for each rail car and ensure a certificate of compliance is issued;

• Initiate derogations intended to the Engineering Department as required;

• Perform formal inspections of finished work;

• Participate in Qualification, Acceptance, Functional and On-track tests;

• If required, be available to travel "EN ROUTE" with the equipment; record and report to the Site Manager any issues found during travel;

• Ensure that the contractor submits a complete Car History Book, as per contract;

• Follow-up on Corrective Actions;

• Coordinate and facilitate quality improvement initiatives by organizing workshops and monitoring actions.

 

Education:

 

• College Diploma or bachelor’s degree in quality/mechanical or similar discipline;

• Experience in manufacturing, quality assurance or engineering for rail programs;

• Basic knowledge in design of new rolling stock or refurbishment;

• 1-3 years experience in a similar role (quality assurance, quality control inspection, process improvement, quality system auditing, and analysis, applied to heavy equipment.);

• Master quality assurance tools and concepts;

• Strong computer knowledge, in particular Microsoft Excel;

• Available to travel on an occasional basis.
