Reporting to the LDRR Engineering Director, the Specialist Director, Locomotives will oversee and be responsible for the engineering efforts related to the locomotive project during the final phase of procurement and throughout the entire project execution phase [+/- 1G$ Project] which will last for 5 years. The incumbent ensures that locomotive designs meet project requirements, are integrated seamlessly with other systems, and are interoperable with both new and legacy equipment.

The Specialist Director will:

• Act as the main point of contact on the Locomotive project for internal stakeholders specialized in various disciplines;

• Be the Technical point of contact for the Locobuilder engineering team;

• Ensure that the Locomotive supplier proposes a design that ensures satisfaction of technical requirements and constraints;

• Review and accept design elements from the locobuilder during the project execution (Design reviews and CDRLs);

• Attest and communicate the guidelines advocated by VIA Rail to suppliers and external consultants assigned to professional services related to the Locomotive project;
• Validate that the Locomotive supplier meets regulatory certification requirements specified by Transport Canada and host railways, and ensure their acceptance;
• Participate in defining interfaces with maintenance, infrastructure, as well as maintenance management and operation;
• Support qualification tests and the commissioning process;
• Manage into a matrix organization a technical team to support the Locomotive project from launch to end of warranty.

 

Responsibilities:

Technical expertise to LDRR engineering:

  • Manage internal and external resources for the review and acceptance of all design stages, including documentation, testing and validation tools related to locomotive systems on the LDRR project.

 

Primary point of contact of the locomotive supplier:

  • Collaborate closely with the locomotive suppliers, playing a central role in key decisions regarding locomotive systems, and work efficiently with the service and operations teams to achieve the best design for VIA Rail.

 

Technical expertise to external stakeholders:

  • Provide technical guidance and oversight to the different streams of the LDRR Core team : Design and Build, Operations and Services, TSSSA team, Commercial and Legal team.

 

Requirements:

  • Bachelor’s degree in mechanical or electrical engineering or equivalent;
  • Member of the OIQ;
  • 15 years of experience in technical management and Systems Engineering;
  • 5+ years experience within the Rail industry with experience on new equipment procurement

 

Competencies:

  • Bilingual (English and French);
  • Strong leadership, interpersonal and communication skills;
  • Solid decision-making skills and the ability to lead through influence;
  • Strong Knowledge of design standards and regulations;
  • Knowledge of locomotive systems, including propulsion, braking, control systems, etc.;
  • Must be self-motivated and able to perform under minimal supervision;
  • Demonstrated analytical and problem-solving skills;
  • Knowledge of TEAMS, Sharepoint and Microsoft Office, Word and Excel.
  • Availability to travel throughout the year.
